There isn't much noticeable difference between the two Jolts (yes, they're both called Jolts in either versions).
Sculpt-wise, they both seem to be exactly identical. The Japanese Jolt seems to be just an almost indistinguishable shade of darker red than his counterpart.
The true way to distinguish them seems to be in the tightness of joints. Now, I only own one of each, so I don't know how representative mine are of the whole run in general, but the US Jolt's joints are much looser than the Japanese one. My Japanese version is so tight it almost seems to strain the plastic joints. Very scary.
